{"id":21973,"date":"2011-04-25T00:02:05","date_gmt":"2011-04-24T22:02:05","guid":{"rendered":"http:\/\/staging.sillon38.com\/?p=21973"},"modified":"2011-04-25T00:02:05","modified_gmt":"2011-04-24T22:02:05","slug":"le-collet-dallevard-discussion-autour-des-remontees-mecaniques","status":"publish","type":"post","link":"https:\/\/www.sillon38.com\/blog\/2011\/04\/25\/le-collet-dallevard-discussion-autour-des-remontees-mecaniques\/","title":{"rendered":"Le Collet d&rsquo;Allevard: discussion autour des remont\u00e9es m\u00e9caniques"},"content":{"rendered":"<h5><span style=\"color: #000000;\">La FRAPNA-Is\u00e8re, repr\u00e9sent\u00e9e par son pr\u00e9sident Monsieur Francis Meneu, a rencontr\u00e9, \u00e0 leur demande :<br \/>\n&#8211; le conseiller g\u00e9n\u00e9ral Philippe Langenieux-Villard, maire d&rsquo;Allevard,<br \/>\n&#8211; Marc Rosset, adjoint au maire d&rsquo;Allevard et pr\u00e9sident de la Soci\u00e9t\u00e9 du conseil d\u2019exploitation des remont\u00e9es m\u00e9caniques du Collet d&rsquo;Allevard,<br \/>\n&#8211;\u00a0 Claude Vannuffelen, maire de la Chapelle du Bard,<br \/>\n&#8211; accompagn\u00e9s d&rsquo;une repr\u00e9sentante du bureau d\u2019\u00e9tudes en charge du dossier.<br \/>\nVincent Neirinck, de Mountain Wilderness, a particip\u00e9 aux \u00e9changes en tant que repr\u00e9sentant<br \/>\ndes associations de protection de la nature \u00e0 la commission sp\u00e9cialis\u00e9e des UTN du Massif des Alpes.<br \/>\nIl s&rsquo;agissait de faire le point sur les prochains \u00e9quipements (piste et t\u00e9l\u00e9si\u00e8ge) pr\u00e9vus par la station du Collet d&rsquo;Allevard en remplacement du t\u00e9l\u00e9si\u00e8ge obsol\u00e8te qui permettait jusqu&rsquo;ici l&rsquo;acc\u00e8s au point culminant de la station. L&rsquo;implantation de ces am\u00e9nagements ne se ferait pas au m\u00eame endroit que celui qu&rsquo;ils remplacent, mais dans un vallon se trouvant de l&rsquo;autre c\u00f4t\u00e9 de la ligne de cr\u00eate, pour l&rsquo;instant vierge d&rsquo;\u00e9quipements lourds.<br \/>\nLa FRAPNA avait donn\u00e9 son avis dans le cadre de l\u2019enqu\u00eate publique, notamment en soulignant l\u2019enjeu \u00e9cologique majeur de l&rsquo;espace de tranquillit\u00e9 pour la faune sauvage, en particulier pour les t\u00e9tras-lyre, que constitue le site d&rsquo;implantation envisag\u00e9 pour le nouveau t\u00e9l\u00e9si\u00e8ge.<br \/>\nAu vu des lacunes du dossier d&rsquo;\u00e9tude d&rsquo;impact, de l&rsquo;obsolescence des mesures compensatoires propos\u00e9es et des atteintes pr\u00e9visibles sur le milieu naturel, la FRAPNA-Is\u00e8re avait exprim\u00e9 un avis tr\u00e8s d\u00e9favorable au projet de t\u00e9l\u00e9si\u00e8ge du Clapier et \u00e0 la piste associ\u00e9e.<br \/>\nCes \u00e9quipements ont cependant \u00e9t\u00e9 autoris\u00e9s, nonobstant ces impacts et le manque de prise en consid\u00e9ration d&rsquo;alternatives \u00e0 l&rsquo;\u00e9quipement de ce vallon vierge. La FRAPNA-Is\u00e8re a donc engag\u00e9 un recours en annulation aupr\u00e8s du Tribunal Administratif de Grenoble. <\/span><\/h5>\n<h5><span style=\"color: #000000;\"> La loi Grenelle 2, publi\u00e9e au Journal Officiel du 13 juillet 2010, fixe comme objectif principal l&rsquo;arr\u00eat de l&rsquo;\u00e9rosion de la biodiversit\u00e9 ; il est ais\u00e9ment concevable que pour atteindre cet objectif \u00e0 l&rsquo;\u00e9chelle locale, il faut laisser le vallon du Chalet du Clapier intact.<\/span><\/h5>\n<h5><span style=\"color: #000000;\"> N\u00e9anmoins, il faut souligner les avanc\u00e9es et noter que la r\u00e9union tr\u00e8s technique a permis \u00e0 chacun d&rsquo;expliciter son point de vue sur les enjeux li\u00e9s \u00e0 ce projet. Ont en particulier pu \u00eatre discut\u00e9es les raisons ayant pr\u00e9sid\u00e9 aux choix techniques et au lieu d&rsquo;implantation de la nouvelle remont\u00e9e m\u00e9canique.<\/span><\/h5>\n<h5><span style=\"color: #000000;\">Il est bien \u00e9vident qu&rsquo;en aucune mani\u00e8re les associations n&rsquo;ont remis en question la n\u00e9cessit\u00e9 de remplacer le t\u00e9l\u00e9si\u00e8ge obsol\u00e8te, mais portent leur travail sur la mani\u00e8re de le faire, en particulier sur le lieu d&rsquo;implantation du nouvel \u00e9quipement, de mani\u00e8re \u00e0 conserver la fonctionnalit\u00e9 de la station sans porter d&rsquo;atteintes suppl\u00e9mentaires au milieu naturel.<br \/>\nLes \u00e9lus ont salu\u00e9 l&rsquo;esprit de responsabilit\u00e9 de la FRAPNA et, au final, les parties se sont donn\u00e9<br \/>\nun d\u00e9lai suppl\u00e9mentaire, jusque fin avril, pour \u00e9tudier des \u00e9l\u00e9ments compl\u00e9mentaires
