23 septembre 2013, : <\/span><span style=\"color: #000080;\"><br \/>\n<\/span><\/p>\n<div><span style=\"color: #000080;\"><strong>&#8211; D\u00e9nonce<\/strong> l\u2019incoh\u00e9rence pour l\u2019Etat \u00e0 s\u2019engager \u00e0 r\u00e9duire de moiti\u00e9 l\u2019artificialisation des terres d\u2019ici 2020 <\/span><span style=\"color: #000080;\"><strong>(1)<\/strong><\/span><span style=\"color: #000080;\"> alors qu\u2019il engage \u00a0des travaux \u00a0qui vont d\u00e9classer plusieurs milliers d\u2019ha de terres agricoles souvent \u00e0 haut potentiel, traversant les d\u00e9partements du Rh\u00f4ne, de l\u2019Is\u00e8re et de la Savoie.<\/span><span style=\"color: #000080;\"> <\/span><\/div>\n<div><span style=\"color: #000080;\"><br \/>\n<\/span> <span style=\"color: #000080;\"><strong>&#8211; Exprime son opposition<\/strong> au projet de LGV Lyon Turin en l\u2019\u00e9tat et <strong>conteste<\/strong> sa gouvernance qui ignore toute concertation sur l\u2019impact agricole et agro-alimentaire d\u2019un tel projet.<\/span><span style=\"color: #000080;\"><strong> (2)<\/strong><\/span><span style=\"color: #000080;\"> <\/span><span style=\"color: #000080;\"><span style=\"font-size: x-small;\"><strong> <\/strong><\/span><\/span><\/div>\n<div><span style=\"color: #000080;\"><br \/>\n<span style=\"font-size: x-small;\"><strong>&#8211; D\u00e9nonce<\/strong> la D\u00e9claration d\u2019Utilit\u00e9 Publique sign\u00e9e en plein mois d\u2019ao\u00fbt en catimini et <strong>demande de r\u00e9examiner<\/strong> la proposition de la Cour des Comptes d\u2019am\u00e9lioration de la ligne existante.<\/span><span style=\"font-size: xx-small;\"><strong> (3)<\/strong><\/span> <\/span><br \/>\n<span style=\"color: #000080;\"><span style=\"font-size: xx-small;\"> <\/span><br \/>\n<\/span><\/div>\n<div>\n<p><span style=\"color: #000080;\">D\u2019une fa\u00e7on plus g\u00e9n\u00e9rale, la Chambre r\u00e9gionale d\u2019agriculture Rh\u00f4ne-Alpes d\u00e9nonce le double discours sur la r\u00e9duction de la consommation de terres agricoles : r\u00e9duction de 50 % sur l\u2019artificialisation des terres d\u2019ici 2020 d\u2019une part, compensation \u00e9cologique du double des superficies artificialis\u00e9es d\u2019autre part qui pourrait ainsi conduire \u00e0 une hausse de la consommation de 150 % in fine.<\/span> (4)<\/p>\n<div><span style=\"color: #000080;\"><strong><\/strong><\/span><\/p>\n<div><span style=\"color: #000080;\"><br \/>\n<\/span> <span style=\"color: #000080;\"><strong>(1)<\/strong><\/span><span style=\"color: #000080;\"> L\u2019\u00c9tat en Rh\u00f4ne-Alpes s\u2019engage dans une strat\u00e9gie destin\u00e9e \u00e0 lutter contre la consommation fonci\u00e8re abusive \u00bb \u2026 <em>conform\u00e9ment \u00e0 \u00ab <\/em>l&rsquo;ambition de r\u00e9duire de moiti\u00e9 l\u2019artificialisation des terres \u00a0d\u2019ici 2020 \u00bb, \u00a0\u00ab La strat\u00e9gie fonci\u00e8re r\u00e9gionale de l\u2019\u00c9tat sera port\u00e9e aupr\u00e8s des diff\u00e9rents acteurs de la planification territoriale le long de toute la dur\u00e9e du projet, de l\u2019amont \u00e0 l\u2019aval (notes d\u2019enjeux, port\u00e9 \u00e0 connaissance, contr\u00f4le de l\u00e9galit\u00e9, mise en oeuvre, \u00e9valuation\u2026). \u00bb <em>[sources SGAR Rh\u00f4ne-Alpes novembre 2012]<\/em><\/span><\/div>\n<div><span style=\"color: #000080;\"><br \/>\n<\/span> <span style=\"color: #000080;\"><strong>(2) <\/strong>L\u2019Etat s\u2019\u00e9tait engag\u00e9 \u00e0 constituer et r\u00e9unir une commission de concertation sur l\u2019impact agricole du projet de LGV Lyon Turin, en pr\u00e9alable \u00e0 la DUP sign\u00e9e le 23 ao\u00fbt 2013.<\/span><span style=\"color: #000080;\"><br \/>\n<\/span><br \/>\n<span style=\"color: #000080;\">Cet engagement n\u2019a a pas \u00e9t\u00e9 tenu &#8211; l\u2019une des r\u00e9serves du commissaire enqu\u00eateur portant justement sur cette carence.<\/span><\/div>\n<div><span style=\"color: #000080;\"><br \/>\n<\/span><\/div>\n<div><span style=\"color: #000080;\"><strong>(3)<\/strong> La Cour des Comptes dans son r\u00e9f\u00e9r\u00e9 du 1<sup>er<\/sup> ao\u00fbt 2012 recommandait de \u00ab ne pas fermer l\u2019alternative consistant \u00e0 am\u00e9liorer la ligne existante \u00bb.<\/span><\/div>\n<div><span style=\"color: #000080;\"><br \/>\n<\/span><span style=\"color: #000080;\">Le rapport de la Commission Mobilit\u00e9 21 du 21 juin 2013 \u00ab s\u2019interroge sur l\u2019urgence de ce chantier \u00bb. <\/span><\/div>\n<div><span style=\"color: #000080;\"><br \/>\n<\/span><\/div>\n<div><span style=\"color: #000080;\"><strong>(4) <\/strong>La profession agricole a inscrit dans son PAR &#8211; Projet Agricole R\u00e9gional &#8211; l\u2019objectif de \u00ab stabiliser la surface de foncier agricole productif
