Le programme<br \/>\nUSER, dont la M\u00e9tro est chef de file et qui regroupe 8 autres villes europ\u00e9ennes,<br \/>\ncontredit cette vision. Il concerne les usages des espaces publics de la ville,<br \/>\nnotamment ceux des quartiers d\u2019habitat social et l\u2019int\u00e9gration de tous les acteurs,<br \/>\nsurtout celle des habitants, dans le processus de d\u00e9cision de la r\u00e9novation urbaine.<\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\">V\u00e9ritable projet d\u2019agglom\u00e9ration commenc\u00e9 en f\u00e9vrier 2013, son ach\u00e8vement sera<br \/>\nconcr\u00e9tis\u00e9 par la pr\u00e9sentation d\u2019un guide en avril 2015 qui pourra servir de canevas<br \/>\npour toutes les villes d\u2019Europe.<\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\"><strong>Ramener de la vie<\/strong><\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\">L\u2019intervention publique s\u2019appuie g\u00e9n\u00e9ralement sur les travaux d\u2019urbanistes, de<br \/>\ng\u00e9ographes ou d\u2019architectes. USER part du terrain, en placant les usagers au coeur<br \/>\nde la r\u00e9novation urbaine, en comparant le degr\u00e9 et la nature de leur implication , en<br \/>\ntenant compte de l\u2019histoire de la ville, de sa culture, de son urbanisation, du<br \/>\nfonctionnement et des relations entre les diff\u00e9rents acteurs ( ville, bailleurs,<br \/>\nassociations, professionnels de terrain) de la politique urbaine. C\u2019est dans ce cadre<br \/>\nque les deux d\u00e9l\u00e9gations se d\u00e9placeront aux \u00eeles de Mars-Olympiades au Pont-de-<br \/>\nClaix et \u00e0 Renaudie \u00e0 Saint-Martin-d\u2019H\u00e8res, deux sites sur lesquels la M\u00e9tro travaille<br \/>\n\u00e0 l\u2019am\u00e9lioration de l\u2019usage des espaces publics pour \u00ab ramener de la vie \u00bb.<\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\"><strong>Diff\u00e9rentes ?<\/strong><\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\">A priori dissemblables, les pratiques des trois villes sont source d\u2019innovation sociale.<br \/>\nA Cracovie, l\u2019histoire et l\u2019urbanisation de l\u2019ex bloc de l\u2019Est impactent directement les<br \/>\nusages des espaces publics mal ou pas du tout pens\u00e9s et donc tr\u00e8s peu utilis\u00e9s . Les<br \/>\nrelations inexistantes entre la ville et la coop\u00e9rative (bailleur) propri\u00e9taire des<br \/>\nlogements sont un frein \u00e0 leur r\u00e9appropriation et \u00e0 l\u2019ouverture du quartier vers<br \/>\nl\u2019ext\u00e9rieur. A Lisbonne, certains immeubles ont \u00e9t\u00e9 construits par les habitants eux m\u00eames<br \/>\nsur des terrains appartenant \u00e0 la ville. Ils souhaitent que la commune leur<br \/>\nc\u00e8de le foncier. Une relation gagnant\/gagnant s\u2019est d\u00e9velopp\u00e9e entre les habitants<br \/>\net la ville, dont l\u2019ambition est de r\u00e9habiliter les espaces publics laiss\u00e9s \u00e0 l\u2019abandon<br \/>\nfaute de moyens. Les associations acceptent de s\u2019engager dans des projets de<br \/>\nproximit\u00e9 et de lien social financ\u00e9s par la collectivit\u00e9 \u00e0 condition que les<br \/>\nn\u00e9gociations sur le foncier avancent.<\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\"><strong>Partager les pratiques<\/strong><\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\">Ces situations h\u00e9t\u00e9rog\u00e8nes int\u00e9ressent les autres villes. Pour la M\u00e9tro, la gestion de<br \/>\nbudgets participatifs \u00e0 Lisbonne pourrait inspirer notre agglom\u00e9ration . La place<br \/>\ndonn\u00e9e aux habitants dans un projet de renouvellement de l\u2019espace public,<br \/>\nassociant tous les autres acteurs de l\u2019agglom\u00e9ration grenobloise, pourrait trouver un<br \/>\n\u00e9cho favorable \u00e0 Cracovie. D\u2019une fa\u00e7on plus g\u00e9n\u00e9rale, les deux villes sont int\u00e9ress\u00e9es<br \/>\npar nos techniques de diagnostic participatif, l\u2019implication des habitants avec les<br \/>\nma\u00eetres d\u2019oeuvre et les bureaux d\u2019\u00e9tudes, le partage d\u2019exp\u00e9rience sur les politiques<br \/>\nurbaines dans le cadre du centre ressources GUSP mis en place par la M\u00e9tro et la ville<br \/>\nde Pont de Claix.<\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\"><strong>Le plan d\u2019action local<\/strong><\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\">Fruit de ces \u00e9tapes interm\u00e9diaires, le plan d\u2019action local recense les actions sur<br \/>\nchacun des sites exp\u00e9rimentaux des neuf villes de USER. Il est le cadre dans lequel<br \/>\n\u00e9mergent les propositions destin\u00e9es \u00e0 mettre en oeuvre le changement dans nos<br \/>\nespaces publics \u00e0 l\u2019\u00e9chelle de l\u2019Europe.<\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\"><span style=\"color: #000080;\"><a
