{"id":56306,"date":"2015-07-22T21:08:39","date_gmt":"2015-07-22T19:08:39","guid":{"rendered":"http:\/\/staging.sillon38.com\/?p=56306"},"modified":"2015-07-22T21:08:39","modified_gmt":"2015-07-22T19:08:39","slug":"emmanuel-valls-au-chambon","status":"publish","type":"post","link":"https:\/\/www.sillon38.com\/blog\/2015\/07\/22\/emmanuel-valls-au-chambon\/","title":{"rendered":"Emmanuel Valls au Chambon"},"content":{"rendered":"<p><span style=\"color: #000080;\">Depuis le 10 avril, le tunnel du Chambon a d\u00fb \u00eatre ferm\u00e9 du fait de mouvement g\u00e9ologique profond d\u00e9tect\u00e9 par les g\u00e9ologues du D\u00e9partement de l\u2019Is\u00e8re sur le versant travers\u00e9 par le tunnel, et mena\u00e7ant d\u2019effondrement une partie de sa voute.<\/span><\/p>\n<p><span style=\"color: #000080;\">Le D\u00e9partement a imm\u00e9diatement r\u00e9agi en engageant 4 mesures importantes :<br \/>\n&#8211; des travaux imm\u00e9diats pour tenter de r\u00e9tablir la circulation dans le tunnel endommag\u00e9 : 1,5 M\u20ac<br \/>\n&#8211; des sondages g\u00e9ologiques pour suivre l\u2019\u00e9volution du glissement de terrain : 100 000 \u20ac<br \/>\n&#8211; des \u00e9tudes pour envisager sans d\u00e9lai un nouveau trac\u00e9 pour la RD1091 : 300 000 \u20ac<br \/>\n&#8211; des mesures pr\u00e9paratoires \u00e0 l\u2019am\u00e9nagement d\u2019une voie de secours en rive gauche.<br \/>\nCes mesures ont \u00e9t\u00e9 accompagn\u00e9es de la mise en oeuvre de navettes lacustres pour permettre aux habitants impact\u00e9s par la coupure du tunnel de franchir la section de route coup\u00e9e : 200 000 \u20ac.<\/span><\/p>\n<p><span style=\"color: #000080;\">Le 23 juin, l\u2019acc\u00e9l\u00e9ration critique des mouvements g\u00e9ologiques et la menace d\u2019un glissement de terrain imminent de 800 000 m3 dans le lac ont conduit le D\u00e9partement, sous l\u2019autorit\u00e9 du Pr\u00e9fet, \u00e0 interrompre le chantier, ainsi que les navettes lacustres.<\/span><\/p>\n<p><span style=\"color: #000080;\">Depuis lors, tout franchissement du Chambon est devenu impossible, la RD 1091 constituant la seule route de liaison entre l\u2019Oisans et le Brian\u00e7onnais, mettant en tr\u00e8s grave difficult\u00e9 les habitants et les entreprises des territoires de montagne de l\u2019Is\u00e8re et des Hautes Alpes.<br \/>\nFace \u00e0 cette situation, le D\u00e9partement a pris la d\u00e9cision d\u2019ouvrir une voie de secours entre l\u2019Is\u00e8re et les Hautes Alpes en am\u00e9nageant une piste en rive gauche du Lac du Chambon, n\u00e9cessitant le terrassement d\u2019un \u00e9peron rocheux tr\u00e8s pentu, pour un co\u00fbt de 5 M\u20ac. Il s\u2019agira d\u2019offrir d\u2019ici l\u2019automne un itin\u00e9raire de liaison pour les habitants et les entreprises impact\u00e9es par la coupure du tunnel.<\/span><\/p>\n<p><span style=\"color: #000080;\">A l\u2019occasion de la venue de Manuel Valls, ce vendredi 24 juillet, le Pr\u00e9sident du D\u00e9partement attend une intervention forte de l\u2019Etat, \u00e0 hauteur de l\u2019enjeu que constitue le r\u00e9tablissement de la route du Col du Lautaret. Le D\u00e9partement a d\u00e9j\u00e0 engag\u00e9 plus de 7 M\u20ac pour faire face \u00e0 cette situation. 12 M\u20ac suppl\u00e9mentaires seront vraisemblablement n\u00e9cessaires pour le re-percement du tunnel.<\/span><\/p>\n<p><span style=\"color: #000080;\">Jean Pierre Barbier demande \u00e0 l\u2019Etat de prendre en charge les travaux de r\u00e9tablissement de la route.<\/span><\/p>\n<p><span style=\"color: #000080;\">En effet, il souhaite rappeler qu\u2019il s\u2019agit d\u2019un itin\u00e9raire de liaison inter-r\u00e9gionale (Rh\u00f4ne-Alpes &#8211; PACA) \u00e0 fort enjeu \u00e9conomique et touristique de niveau international, puisque la route du Col du Lautaret relie les stations de montagne de l\u2019Oisans (Alpes d\u2019Huez, Deux Alpes, SerreChevalier, Montgen\u00e8vre), et toute cette partie des Alpes fran\u00e7aises \u00e0 l\u2019Italie par le Col du Montgen\u00e8vre.<\/span><\/p>\n<p><span style=\"color: #000080;\">L\u2019Etat est l\u00e9gitime \u00e0 s\u2019impliquer lourdement dans le r\u00e9tablissement de cet itin\u00e9raire, car il d\u00e9passe de toute \u00e9vidence la seule initiative strat\u00e9gique et \u00e9conomique du D\u00e9partement de l\u2019Is\u00e8re, et qu\u2019il est d\u00e9tenteur de l\u2019autorit\u00e9 sur les proc\u00e9dures administratives qui permettront de r\u00e9tablir la circulation
