J\u2019ai entendu le Premier Ministre affirmer son soutien au projet de piste en rive gauche mis en \u0153uvre par le D\u00e9partement, reconnaissant son caract\u00e8re indispensable dans cette situation de crise. Je remercie le Premier Ministre pour l\u2019engagement financier annonc\u00e9 concernant l\u2019am\u00e9nagement de la piste en rive gauche (5M\u20ac), les navettes lacustres et les \u00e9tudes et les travaux n\u00e9cessaires au re-percement du tunnel (12 M\u20ac), solution p\u00e9renne\u00a0\u00bb. <\/em><\/span><\/p><\/blockquote>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\"> <strong>Projet d\u2019am\u00e9nagement d\u2019une piste en rive gauche<\/strong><\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\"> Suite \u00e0 la fermeture du tunnel du Chambon, le D\u00e9partement a lanc\u00e9 d\u00e8s le 20 avril les travaux de r\u00e9paration du tunnel. Ces travaux ont \u00e9t\u00e9 suspendus le 23 juin en raison de l\u2019acc\u00e9l\u00e9ration des mouvements g\u00e9ologiques du versant. Leur reprise est aujourd\u2019hui conditionn\u00e9e \u00e0 l\u2019arr\u00eat du glissement ou \u00e0 l\u2019effondrement du versant. <\/span><\/p>\n<p><span style=\"color: #000080;\"> Face \u00e0 l\u2019urgence dans laquelle se trouvent les populations des territoires voisins et \u00e0 la gravit\u00e9 des effets de cette coupure sur les entreprises et l\u2019emploi,<strong> <\/strong><strong>le D\u00e9partement engagera lundi 27 juillet des travaux de cr\u00e9ation d\u2019une piste de secours en rive gauche du lac, <\/strong>pour un montant de<strong> 5 M\u20ac. <\/strong><\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\"> L\u2019am\u00e9nagement de cette piste est<strong> une imp\u00e9rieuse n\u00e9cessit\u00e9 et l\u2019unique solution techniquement fiable et r\u00e9alisable \u00e0 court terme, dans l\u2019attente d\u2019un r\u00e9tablissement durable de la RD 1091.<\/strong><\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\"> Le projet du D\u00e9partement a recueilli le <strong>soutien sans restriction des Maires de Mont de Lans, Mizo\u00ebn, La Grave, <\/strong><strong>Villar d&rsquo;Ar\u00e8ne et du Pr\u00e9sident de la Communaut\u00e9 de Communes de l\u2019Oisans \u00e9galement Maire du Freney d\u2019Oisans<\/strong>, par le vote \u00e0 l\u2019unanimit\u00e9 d\u2019une motion par les membres de l\u2019assembl\u00e9e communautaire le 2 juillet dernier. <\/span><\/p>\n<p><span style=\"color: #000080;\"> Cette voie pr\u00e9sente en effet <strong>le double avantage<\/strong> de\u00a0: <\/span><\/p>\n<p><span style=\"color: #000080;\">&#8211;\u00a0\u00a0 <strong>A court terme<\/strong> : r\u00e9tablir une liaison entre l\u2019est et l\u2019ouest du lac du Chambon pour les populations locales.<\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\">&#8211;\u00a0\u00a0 <strong>A long terme<\/strong> : b\u00e9n\u00e9ficier d\u2019un itin\u00e9raire de d\u00e9lestage en cas de nouvel \u00e9v\u00e9nement sur la RD 1091 ou de n\u00e9cessit\u00e9 durant les travaux du tunnel.<\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\"><strong> <\/strong><\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\">Les travaux d\u2019am\u00e9nagement, sauf al\u00e9as, se d\u00e9rouleront de juillet \u00e0 octobre 2015. <strong>La piste sera ouverte \u00e0 l\u2019automne.<\/strong><\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\"> <strong>Caract\u00e9ristiques de cette piste <\/strong><\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\"> Sans \u00eatre une v\u00e9ritable route pour accueillir tout le trafic de la RD 1091, l\u2019am\u00e9nagement consiste \u00e0 ouvrir une voie en r\u00e9utilisant une piste foresti\u00e8re d\u00e9j\u00e0 existante sur 90% du trac\u00e9 envisag\u00e9 et \u00e0 franchir un \u00e9peron rocheux tr\u00e8s pentu. <\/span><\/p>\n<p><span style=\"color: #000080;\">D\u2019une longueur totale de <strong>5,3 km<\/strong> et d\u2019une <strong>largeur de 3,50 m<\/strong>, elle comporte des voies de garage tous les 150 m environ pour croisement \u00e0 vue et permettra la <strong>circulation de v\u00e9hicules jusqu\u2019\u00e0 19 tonnes<\/strong>.<\/span><\/p>\n<p><span style=\"color: #000080;\"> <\/span><\/p>\n<p><span style=\"color: #000080;\"> <strong>Le D\u00e9partement dispose d\u2019une expertise confirm\u00e9e en mati\u00e8re de gestion de route de montagne<\/strong>. Les avalanches seront g\u00e9r\u00e9es par d\u00e9clenchement avec des fermetures pr\u00e9ventives et des protections contre les chutes de blocs seront mises en \u0153uvre. <\/span><\/p>\n<p><span
